This is extreme taxation and vexation with representation, the agency is copying the illegal and non commissioned activity of attempting to regulate boats, vessels and barges, which they were never voted to do by the public.

UPDATE on the news that BCDC was admonished byState Senator John Burton to back-off of trying to eraticate the historical liveaboard waterfront anchorouts from Richardson Bay, untill a solution can be worked out with the liveaboard residents and BCDC as well as the Richard Bay Regional Agency. The year reprive is about to expire, and so far the only major negotiating, has been with a single representative, of the anchorout community. With very little real feedback from the general community (liveaboards), except from some meetingsd we all had together, and the monthly meetings with RBRA. So far not much progress is solving the "quote" liveaboard anchoraout problem, but there is still time to hope,and pray, so a solution that will make everyone happy. Even though the clock is ticking, and the hour is getting late.
